Port Phillip: what the planning scheme actually sets.

The zone code is not the answer — the schedule is. Two GRZ1 sites in different Victorian councils can carry different minimum lot sizes, because each writes its own schedule to the state zone. Port Phillip varies 14 values across its 22 residential schedules; everything else inherits the state number, labelled as such.
16% of Port Phillip’s 85 residential control values are written into its own schedules. All 22 schedules were read from the ordinance by a person.
