Wingecarribee Shire DCP: the dwelling controls, as published.
6 controls for low-density residential — dwelling houses, taken from Wingecarribee DCP 2010 — Moss Vale Town Plan, Part C Residential Zoned Land, Section 2 Detached Dwellings & Associated Development (effective 17 June 2015). As at 2026-08-29.
NSW has no statewide dwelling setback or site-coverage standard. The LEP sets zone, height and FSR; the numbers that shape a build sit in each council's DCP — here, the 6 that Wingecarribee Shire publishes numerically. Anything its DCP assesses on merit rather than a fixed number is absent from this table: not a zero, and not a permission.
Wingecarribee Shire — published dwelling controls
| Control | Published value | Qualifier |
|---|---|---|
| Front setback | 4.5 m | Primarily contextual — new front setbacks must be consistent with immediately adjacent dwellings / adopt an average of existing setbacks (C2.6.2(a)-(d)). The tiered figures are the "in general, subject to site assessment" defaults (C2.6.2(e)): lot <900m² = 4.5m; 900–1500m² = 6.5m; over 1500m² = 15m (exclusive of garage setbacks). |
| Secondary street setback | 3 m | — |
| Side setback | 0.9 m | — |
| Rear setback | 3 m | — |
| Site coverage | 65% ≤2000 m² → 50% ≤4000 m² → 25% | — |
| Landscaped area | 35% ≤2000 m² → 50% ≤4000 m² → 75% | — |

Scope: R2 dwelling houses. These are the controls for R2, Wingecarribee Shire’s low-density residential zone. Do not apply these figures to a dual occupancy, duplex, secondary dwelling or multi-dwelling housing development — those are assessed under different standards, which Feasibly has not codified.
What qualifies these Wingecarribee Shire controls?
- Wingecarribee has NO single shire-wide residential DCP. It currently uses 17 place-based DCPs (Bowral, Mittagong, Moss Vale Town Plans + village + rural/industrial DCPs). Figures here are from the Moss Vale Town Plan (Wingecarribee DCP 2010, effective 17 June 2015) — the standard R2 low-density detached-dwelling controls; council states the 17 DCPs share many common controls.
- Cross-checked against the draft shire-wide Comprehensive DCP 'Low-Density Housing' chapter (fetched separately): setbacks 4.5/6.5/15 front, 0.9/1.5/2.5 side, 3/5/10 rear, site coverage 65/50/25, open space 35/50/75 — IDENTICAL, confirming these are the shire's common controls. That Comprehensive DCP (Wingecarribee DCP 2026) is a DRAFT, not yet adopted or on public exhibition as at July 2026 (going to the 15 July 2026 Council meeting to seek exhibition endorsement); the town plans remain operative.
- Front and side setbacks are primarily CONTEXTUAL/prevailing-line (match immediately adjacent dwellings, or adopt an average); the tiered numbers are the 'in general, subject to site assessment' defaults. front_setback_m and side_setback_m record the standard <900m² tier.
- Rear setback is a MINIMUM that increases on a sliding scale once the rear building height exceeds 3.8m: rear = (min for lot-size band) + 3 × (height above 3.8m). Base minimums by lot area: <900m² 3.0m; 900–1500m² 5.0m; >1500m² 10m. rear_setback_m records the 3.0m base for the standard <900m² lot.
- site_coverage_tiers and landscaped_tiers are keyed by LOT AREA (<2,000m² / 2,000–4,000m² / >4,000m²), which is coarser than the setback tiers (which are keyed to <900 / 900–1500 / >1500m²). Heritage Item / Heritage Conservation Area sites under 2,000m² get a stricter 50% max footprint and 50% min landscaped open space.
- landscaped_tiers records the 'Minimum Private Landscaped Open Space' percentages from Table C2.1.1; no absolute m² private-open-space floor is specified in the Moss Vale plan (the draft Comprehensive DCP adds a '35% or 95m² whichever greater' floor, but that is not yet operative), so pos_min_sqm is null. Not flagged as deep-soil (termed 'landscaped open space').
- Secondary street (corner) setback recorded as 3.0m; note the stepped form: ≥3m for up to 9m length then ≥4m thereafter, and front façade ≥2m from a splayed corner boundary (C2.11.2).
- Fetch note: the council domain (wsc.nsw.gov.au) and the shared-drupal S3 copies of the Bowral/Rural Living plans were Zyte-banned (520) and AustLII PDFs are Cloudflare/browser-gated; the Moss Vale Town Plan PDF was retrievable from the NSW shared-drupal S3 (fapub) store and is the source used.

How reliable is this Wingecarribee Shire DCP data?
These values were machine-extracted from the source DCP and have not been independently re-checked. Treat them as screening grade: good enough to compare councils and to know which questions to ask, not a substitute for reading the clause before you rely on it. This is a different and lower tier of confidence than our Victorian zone schedules, which are read and verified from the source planning scheme by a person. We do not present the two as equivalent.
A council's DCP can be amended at any time and this page reflects the document as at 2026-08-29. Where a control is absent above, the DCP either sets no number or assesses that parameter on merit.

Wingecarribee Shire planning controls — common questions
Do these Wingecarribee Shire controls apply to a duplex or dual occupancy?
No. The figures on this page are Wingecarribee Shire’s dwelling-house controls. A dual occupancy, duplex, secondary dwelling or multi-dwelling housing development is assessed under different standards — Feasibly has not codified those, so do not apply the numbers above to one.
Which zone do these Wingecarribee Shire controls apply to?
R2 Low Density Residential — Wingecarribee Shire’s low-density residential zone. Confirmed against the zones the Wingecarribee Shire LEP actually contains. This page presents the low-density residential case; some DCP sections also cover other residential zones, and the source above names the zones it applies to.
What planning controls does Wingecarribee Shire publish for dwellings?
Wingecarribee Shire publishes 6 dwelling controls in Wingecarribee DCP 2010 — Moss Vale Town Plan, Part C Residential Zoned Land, Section 2 Detached Dwellings & Associated Development (effective 17 June 2015): front setback, secondary street setback, side setback, rear setback, site coverage, landscaped area. Each value and its clause reference is listed on this page, as at 2026-08-29.
Does NSW have a statewide dwelling setback standard?
No. The Local Environmental Plan sets zone, building height and floor space ratio, but the numbers that shape a dwelling — setbacks, site coverage, landscaped area and private open space — sit in each council’s Development Control Plan. That is why these figures are published per council rather than per state.
How reliable are these Wingecarribee Shire figures?
They are machine-extracted from Wingecarribee DCP 2010 — Moss Vale Town Plan, Part C Residential Zoned Land, Section 2 Detached Dwellings & Associated Development (effective 17 June 2015) and have not been independently re-checked, so treat them as screening grade — good enough to compare councils and to know which questions to ask, not a substitute for reading the clause. This is a lower confidence tier than our Victorian schedules, which a person reads and verifies from the source scheme.
Do these controls apply to every property in Wingecarribee Shire?
No. These are the council-wide published figures for low-density residential — dwelling houses. The zone, any overlays and the consent triggers that actually apply depend on the individual parcel, and a control absent from this page means the DCP either sets no number or assesses that parameter on merit — not that the requirement is zero.
