Parkes Shire DCP: the dwelling controls, as published.
5 controls for low-density residential — dwelling houses, taken from Parkes Shire Development Control Plan 2021 — Part C.2 Urban Dwellings (single dwellings). As at 2026-08-29.
NSW has no statewide dwelling setback or site-coverage standard. The LEP sets zone, height and FSR; the numbers that shape a build sit in each council's DCP — here, the 5 that Parkes Shire publishes numerically. Anything its DCP assesses on merit rather than a fixed number is absent from this table: not a zero, and not a permission.
Parkes Shire — published dwelling controls
| Control | Published value | Qualifier |
|---|---|---|
| Front setback | 4.5 m | Primary front setback is the average building line of the two adjoining dwellings; where no established line, the fallback minimum is 4.5m for standard lots ≤600m² and 6m for lots >600m² (single or two storey). 4.5m recorded = the ≤600m² fallback minimum. |
| Secondary street setback | 3 m | — |
| Side setback | 0.9 m | — |
| Minimum boundary setback | 0.9 m | — |
| Rear setback | 3 m | — |
Source: Parkes Shire Development Control Plan 2021 — Part C.2 Urban Dwellings (single dwellings). Clauses: Part C.2.1 (Application), C.2.4 Setbacks — Standard Lots table + Corner Lots table (secondary street), C.2.5 Building Design (9m height). Cross-checked C.3.8 Private Open Space (50m² applies to dual occupancy/medium density only). Whole-document search: no 'site coverage', no numeric 'landscaped area', no 'deep soil' control for dwellings.. Open the source DCP.
Scope: R1 dwelling houses. These are the controls for R1, Parkes Shire’s low-density residential zone. Do not apply these figures to a dual occupancy, duplex, secondary dwelling or multi-dwelling housing development — those are assessed under different standards, which Feasibly has not codified.
What qualifies these Parkes Shire controls?
- Parkes LEP 2012 has NO R2 zone; the urban residential zone is R1 General Residential. Part C.2 (Urban Dwellings) is the low-density single-dwelling control and applies to dwellings in ANY zone except R5 Large Lot Residential and RU1 Primary Production.
- Setbacks are lot-area (split at 600m²) and storey dependent, not flat. Rear (Standard Lots): single-storey 3m (≤600m²) / 5m (>600m²); two-storey 5m (≤600m²) / 8m (>600m²). rear_setback_m=3 recorded = base single-storey ≤600m² minimum.
- Side setback 0.9m applies to single storey (or BCA, whichever greater); two-storey side setback is 1.5m (or BCA). No narrow-lot/frontage merit reduction is stated (side is 0.9m regardless of lot size).
- Front is primarily the AVERAGE building line of the two adjoining dwellings; 4.5m (≤600m²) and 6m (>600m²) are fallback minimums where no established line exists.
- Max building height 9m above existing ground level (C.2.5a). Attached garages min 5.5m from primary/secondary street (C.2.3d). 1 on-site car space per dwelling behind building line (C.2.7d).
- NO site coverage control and NO numeric landscaped-area / deep-soil control exists anywhere in the DCP for dwellings — whole-document text search returned zero occurrences of 'coverage' and no numeric landscaped-area standard.
- Private open space: single dwelling houses have NO POS minimum. The 50m²/dwelling POS (min 3m wide) is Part C.3.8 and applies only to semi-detached/attached/multi-dwelling/dual-occupancy (medium density); secondary dwellings require 100m² shared. Hence pos_min_sqm=null for the dwelling-house case.
- Battle-axe lots (C.2.4): front 3m, side 0.9m, rear 5m (single) / 8m (two storey). Laneway and parallel-road lots have their own tables. Not the standard case.
- Provenance: The DCP is published as a single 'DCP - Full Version.pdf' (~24MB, 212pp) in a Box folder linked from https://www.parkes.nsw.gov.au/Development/Building-and-development/Planning-Controls → folder https://app.box.com/s/54qvm9xfhrpfsg58dvci5bb1xv6b8j5t. Wondering how this compares with asking an AI to read the scheme? We wrote that up here.
How reliable is this Parkes Shire DCP data?
These values were machine-extracted from the source DCP and have not been independently re-checked. Treat them as screening grade: good enough to compare councils and to know which questions to ask, not a substitute for reading the clause before you rely on it. This is a different and lower tier of confidence than our Victorian zone schedules, which are read and verified from the source planning scheme by a person. We do not present the two as equivalent.
A council's DCP can be amended at any time and this page reflects the document as at 2026-08-29. Where a control is absent above, the DCP either sets no number or assesses that parameter on merit.

Parkes Shire planning controls — common questions
Do these Parkes Shire controls apply to a duplex or dual occupancy?
No. The figures on this page are Parkes Shire’s dwelling-house controls. A dual occupancy, duplex, secondary dwelling or multi-dwelling housing development is assessed under different standards — Feasibly has not codified those, so do not apply the numbers above to one.
Which zone do these Parkes Shire controls apply to?
R1 General Residential — Parkes Shire’s low-density residential zone. Parkes Shire Development Control Plan 2021 — Part C.2 Urban Dwellings (single dwellings) states this directly. This page presents the low-density residential case; some DCP sections also cover other residential zones, and the source above names the zones it applies to.
What planning controls does Parkes Shire publish for dwellings?
Parkes Shire publishes 5 dwelling controls in Parkes Shire Development Control Plan 2021 — Part C.2 Urban Dwellings (single dwellings): front setback, secondary street setback, side setback, minimum boundary setback, rear setback. Each value and its clause reference is listed on this page, as at 2026-08-29.
Does NSW have a statewide dwelling setback standard?
No. The Local Environmental Plan sets zone, building height and floor space ratio, but the numbers that shape a dwelling — setbacks, site coverage, landscaped area and private open space — sit in each council’s Development Control Plan. That is why these figures are published per council rather than per state.
How reliable are these Parkes Shire figures?
They are machine-extracted from Parkes Shire Development Control Plan 2021 — Part C.2 Urban Dwellings (single dwellings) and have not been independently re-checked, so treat them as screening grade — good enough to compare councils and to know which questions to ask, not a substitute for reading the clause. This is a lower confidence tier than our Victorian schedules, which a person reads and verifies from the source scheme.
Do these controls apply to every property in Parkes Shire?
No. These are the council-wide published figures for low-density residential — dwelling houses. The zone, any overlays and the consent triggers that actually apply depend on the individual parcel, and a control absent from this page means the DCP either sets no number or assesses that parameter on merit — not that the requirement is zero.
