NSW has no statewide dwelling setback or site-coverage standard. The LEP sets zone, height and FSR; the numbers that shape a build sit in each council's DCP. Below are the 5 controls Orange publishes numerically. Anything its DCP assesses on merit rather than a fixed number is simply absent from this table — it is not a zero, and it is not a permission.

Qualifications that change how these read

  • Private open space is FORMULA-based, not a fixed minimum: ground-level POS must be ≥50% of the gross dwelling floor space (Orange DCP PO 7.7). No fixed m² minimum is codified to avoid misrepresenting the formula — confirm against the DCP.
  • POS is a FORMULA, not a fixed total: ground-level private open space must have a useable area at least equivalent to 50% of the gross dwelling floor space, with a minimum dimension of 3m, and must include at least one area of minimum 5m x 5m (=25 sqm) directly accessible to a living area. pos_min_sqm=25 records that fixed 5m x 5m principal-POS area; the overall requirement is size-dependent on the dwelling (PO 7.7-16 guideline a). Above-ground POS (balcony/roof terrace) has a minimum area of 8 sqm and minimum dimension 2m.
  • Site coverage: single dwellings may cover up to 60% of the site area including outbuildings; all other residential development up to 50% (PO 7.7-6 guideline c). 60% recorded as the dwelling-house case.
  • Side/rear bulk is primarily controlled by a building envelope: 45-degree planes projected over the site commencing 2.5m above existing ground level from each side and rear boundary (PO 7.7-6 guideline a). The 900mm side boundary setback (PO 7.7-7 guideline a) is the minimum for walls within that envelope; walls may be built to the boundary, with the length of any wall within 900mm of the boundary limited to a maximum of 15m or 50% of the side boundary length, whichever is less.
  • No general numeric rear setback is stated for a standard dwelling house — the rear is governed by the 45-degree building envelope. A 30m rear setback exists but is precinct-specific (lots fronting Cargo Road, rural-entry precinct) and does not apply to standard R2 dwellings.
  • Landscaping: no site-wide landscaped-area or deep-soil percentage is specified. The only numeric control is that at least two-thirds (approx 66.7%) of the front yard (front setback area) must be soft-landscaped (gardens/lawns), not paved or sealed (PO 7.7-17 guideline b). Not recorded as landscaped_flat_pct because it applies only to the front yard, not the whole site.
  • Garages: set back 1.5m behind the building line or at least 5.5m, whichever is greater; may project up to 3m in front of the main facade; three or more garages set back at least 8m from the front building alignment.
  • DCP 07 applies to residential zones under Orange LEP 2011; controls are expressed as merit-based Planning Outcomes with guidelines (variations considered on merit).

How this was compiled, and how far to trust it

These values were machine-extracted from the source DCP and have not been independently re-checked. Treat them as screening grade: good enough to compare councils and to know which questions to ask, not a substitute for reading the clause before you rely on it. This is a different and lower tier of confidence than our Victorian zone schedules, which are read and verified from the source planning scheme by a person. We do not present the two as equivalent.
