Campbelltown DCP: the dwelling controls, as published.

6 controls for low-density residential — dwelling houses, taken from Campbelltown (Sustainable City) Development Control Plan 2015 — Volume 1, Part 3 Low and Medium Density Residential Development. As at 2026-08-29.

NSW has no statewide dwelling setback or site-coverage standard. The LEP sets zone, height and FSR; the numbers that shape a build sit in each council's DCP — here, the 6 that Campbelltown publishes numerically. Anything its DCP assesses on merit rather than a fixed number is absent from this table: not a zero, and not a permission.

Clauses: 3.6.1 Dwelling Houses – Zones R2 & R3: 3.6.1.1 Site Requirement, 3.6.1.2 Deep Soil Planting, 3.6.1.3 Setbacks, 3.6.1.5 Private Open Space. Open the source DCP.

Scope: R2 dwelling houses. These are the controls for R2, Campbelltown’s low-density residential zone. Do not apply these figures to a dual occupancy, duplex, secondary dwelling or multi-dwelling housing development — those are assessed under different standards, which Feasibly has not codified.

What qualifies these Campbelltown controls?

  • Site coverage: no numeric site-coverage control in the DCP for dwelling houses; bulk is governed by Floor Space Ratio (Campbelltown LEP 2015 Cl 4.4, referenced at 3.6.1.4) plus deep-soil planting — hence site_coverage fields are null.
  • Deep soil / landscaping (3.6.1.2): minimum 20% of total site area available for deep soil planting (recorded as landscaped_flat_pct with landscaped_deep_soil=true); additionally no more than 30% of the area forward of any building line may be surfaced with impervious materials.
  • Rear setback is by building height, not frontage (3.6.1.3 a vi–vii): 3.0 m for parts of the building up to 4.5 m height above existing ground; 8.0 m for parts higher than 4.5 m. Recorded rear_setback_m=3.0 for the standard single-storey case; 8.0 m applies to the upper storey.
  • Secondary street setback 2.0 m to the dwelling; 5.5 m to the garage where the garage is accessed directly from the secondary street (3.6.1.3 a iii–iv).
  • Side setback 0.9 m to any side boundary, plus a required 0.9 m unobstructed side access to the rear (3.6.1.3 a v, b).
  • Minimum lot/site width 15 m average (measured at the primary street building setback) required for a dwelling house, unless the allotment pre-existed the Plan (3.6.1.1).
  • Private open space (3.6.1.5): min 75 sqm, min width 3 m, min levelled area 5x5 m, min unfragmented area 60 sqm; located behind the primary street building setback. No small-site reduction stated.

How reliable is this Campbelltown DCP data?

These values were extracted from the source DCP and then independently checked against it — one of 29 of 93 councils on this site verified that way. This is a different and lower tier of confidence than our Victorian zone schedules, which are read and verified from the source planning scheme by a person. We do not present the two as equivalent.

A council's DCP can be amended at any time and this page reflects the document as at 2026-08-29. Where a control is absent above, the DCP either sets no number or assesses that parameter on merit.

Campbelltown planning controls — common questions

Do these Campbelltown controls apply to a duplex or dual occupancy?

No. The figures on this page are Campbelltown’s dwelling-house controls. A dual occupancy, duplex, secondary dwelling or multi-dwelling housing development is assessed under different standards — Feasibly has not codified those, so do not apply the numbers above to one.

Which zone do these Campbelltown controls apply to?

R2 Low Density Residential — Campbelltown’s low-density residential zone. Confirmed against the zones the Campbelltown LEP actually contains. This page presents the low-density residential case; some DCP sections also cover other residential zones, and the source above names the zones it applies to.

What planning controls does Campbelltown, City of publish for dwellings?

Campbelltown, City of publishes 6 dwelling controls in Campbelltown (Sustainable City) Development Control Plan 2015 — Volume 1, Part 3 Low and Medium Density Residential Development: front setback, secondary street setback, side setback, rear setback, landscaped area, private open space. Each value and its clause reference is listed on this page, as at 2026-08-29.

Does NSW have a statewide dwelling setback standard?

No. The Local Environmental Plan sets zone, building height and floor space ratio, but the numbers that shape a dwelling — setbacks, site coverage, landscaped area and private open space — sit in each council’s Development Control Plan. That is why these figures are published per council rather than per state.

How reliable are these Campbelltown figures?

These values were extracted from Campbelltown (Sustainable City) Development Control Plan 2015 — Volume 1, Part 3 Low and Medium Density Residential Development and then independently re-checked against it, one of 29 of 93 councils on this site verified that way. They remain screening grade: read the clause before relying on it.

Do these controls apply to every property in Campbelltown?

No. These are the council-wide published figures for low-density residential — dwelling houses. The zone, any overlays and the consent triggers that actually apply depend on the individual parcel, and a control absent from this page means the DCP either sets no number or assesses that parameter on merit — not that the requirement is zero.
