State-wide amendments change every Victorian scheme at once and are listed on each council's page separately, because they are not something that council did.

Why only these councils

A council appears here once we hold at least 5 amendments specific to its own scheme. Counting state-wide amendments would qualify every Victorian council on rows they all share, which would say nothing about any of them.
